I am very dissatisfied with the performance of the CSC at Kitanlad St. My daughter applied for an exemption to taking the Civil Service Exam through PD 907. The application was submitted on Sept 1, 2011 and it is already Oct 19 2011 but the papers are still not ready.
My daughter submitted a certification of being an honor graduate of the UP College of Mass Communications in 1996 but the CSC said they have no record of the UP list of Honor Graduates. They said that they sent a request to the UP Registrar for a copy. However upon following up with the Registrar’s Office of UP, they said that every year they send a copy to the CSC.
So who is losing what document? Did the UP Registrar’s Office fail to send a copy to the CSC for the year 1996 or is the filing system of the CSC defective?
This kind of inefficiency in our government offices makes one regretful that she did not immigrate to another country where bureaucracy is not so ineffectual.

Just want to ask an official comment regarding the following
1. Which comes first and appointment in January of 1994 in one agency let us say agency A and the dismissal of another agency B sometime in October 1994 wherein the person was employed first by agency B.
2. Can an agency remove an employee from a court conviction of a crime which the person is not aware of, without undergoing the so called “Due Process of Law.
3. is Administrative proceeding different from Judicial proceeding
4. Are agencies allowed by law to be the judge and the jury and remove a person who have learned and fought the system of corruption in such agencvy.
5. Are employees who cheated the government and agency including the tax payer are allowed by law to be promoted even they have not dont their respective duties and responsibilities
