In August of 2011, Mrs. Raisy Tandoc a 24 year old Filipina, while struggling with lifelong mental health challenges, was left by her loving husband in the care of her family members in Manila. Her husband of many years had to work overseas, and the challenges of that life were wearing on Raisy. It was decided it would be best for her health if she remained in Manila while her husband worked abroad to support the family, as is the custom in the Philippines.

During that time, a Lieutenant Colonel Darin Scott Morris of the United States Marine Corps, on assignment in the Philippines, obtained Raisy's Yahoo chat address. He used this access to slowly and methodically manipulate the fragile young woman against her family including her husband, to entice her to leave the Philippines for purposes that are made absolutely clear in the chat logs found on her computer by her relatives after she went missing.

Mrs. Tandoc, while legally an adult, has had increasing difficulties functioning consistently at an age appropriate level. At the time Lt Col. Morris gained access to her, she was of greatly diminished capacity and an easy target for him to exploit. Already upset and confused by the absence of her husband, she readily complied with his wishes.

Within weeks, without the knowledge of the family members entrusted to her care or of her husband, Lt Col. Morris convinced Mrs. Tandoc, a married woman nearly half his age to leave the Philippines with him- simply to serve as a sexual plaything. The nature of her illness (Borderline Personality Disorder) leads to risk-taking behavior that often causes the sufferers to be more willing to engage in activities that a rational individual might refuse. This was precisely the sort of activity Lt Col. Morris had in mind, and once Raisy had been separated from those who usually protected her, constantly told they would never have her back, she became a pliable, obedient partner.

Convinced that his nationality, rank and connections would protect him from the consequences of both adultery and coercion, Lt Col. Morris made absolutely no attempt to conceal his intentions, or the use to which he was putting Mrs. Tandoc- who's fragile mind had now been fully turned against those who truly cared about her. Morris traveled with her openly throughout South East Asia while performing his professional duties as a United States Marine.

Simply trafficking Raisy throughout Asia was insufficient however. In a final, bold move, Lt Col. Morris used his rank and political connections to bring his conquest to the United States- by claiming- bizarrely enough, that he was "protecting" her from her husband. Lt Col. Morris is currently in Freso, California, and in the process of coercing Raisy into filing VAWA charges against her husband- so that Morris can obtain a Greencard for her without significant burden of proof by the fastest possible method, and ensure his entertainment is uninterrupted by the usual waiting period those with lesser connections have to endure.

Mrs. Tandoc is young, very attractive, and due to her illness easily manipulated. This has made her a target in the past for unscrupulous men. Despite this, her marriage has always endured thanks to the understanding and support of her family. Borderline Personality Disorder sufferers are often serial accusers- but highly credible ones as they often truly believe what they say, and feel the need to "test" or punish those who care for them. It is important for those who are aware of Raisy's situation to be sympathetic and understand that her acts are neither malicious, nor truly of her own volition- while the actions of those like Lt Col. Morris, his colleagues and lawyers, who exploit her illness, are malicious, perverse and cowardly.

Raisy's family, and her husband, would like to request that a simple private psychological evaluation be done with Raisy, and that the above information be verified, in connection with eyewitness testimony and travel records. It is our opinion that Lt Col. Darin Scott Morris grossly abused his position in order to exploit, traffic and commit adultery with a mentally vulnerable Philippine national. We humbly request that the appropriate parties see her properly cared for, and returned safely to her family.
