    When I registered my car, the LTO stickers were not available, so I was told to come back at an indefinite date, and the documents were given back to me, which I put into a plastic envelop. When I did come back, I handed the documents unopened in the plastic envelop, only to be told that the LTO stickers could not be released because the original official receipt was missing, and only the duplicate official receipt was attached. I told them that I had not opened the plastic envelop, and so I did not remove the original receipt. Nonetheless personnel at the Releasing Window insisted that I produce the original receipt or to submit a notarized affidavit that I had lost it, and to pay around P250 for a new original receipt.

    Someone told me later that the procedure in cases like mine, is for LTO to keep the original official receipt and exchange this for the duplicate receipt when I come to claim the LTO stickers. That explains why my official receipt was not with me. My questions therefore are: 1) why is the LTO so inefficient that it cannot issue LTO stickers after one has completed the registration process and paid for it? This is a problem completely within the control of LTO, and excuses are non-excusable nor acceptable. This leads to problems like my case; 2) Who is correct: the LTO Releasing staff, who insisted I produce the original receipt, or my friend who avers that the original receipt is with the LTO, and that this will be exchanged for the duplicate in my keeping?
