LTO Registration Guide: New Motor Vehicle
LTO Registration for Locally Assembled Motor Vehicles
This is the procedure according to Land Transportation Office which covers the registration for new motor vehicle. Note that the following procedures below are only effective for new motor vehicle and not existing or old ones. Please also see my LTO website post for more information.
In the process of the registration, however, requirements differ depending on the type of vehicles you want to register. These procedures are for your guidance and is the actual step by step process as stated in the official LTO website.
Procedure of Registration:
- Proceed to the transaction counters and submit all the required documents to the Evaluator for evaluation and computation of fees.
- Actual inspection of motor vehicles with duly accomplished MVIR. (This form is available for download here. You can accomplish this form prior to transacting your business at the LTO.)
- Proceed to the Cashier when your name is called for the necessary fees and obtain an Official Receipt (OR).
- Proceed to the Releasing Counter when your name is called to obtain the Certificate of Registration (CR), plates, stickers, and other requested documents.

Hello po, magtatanong lang po, magkano po ang pagpaparegister ng isang second hand na sasakyan na totally wala pang record sa LTO ( secondhand ang sasakyan galing ibang bansa), thanks.

This website is absolutely useless. All I want to know is, what are the requirements to license a vehicle to drive for personal use in the Philippines?? Here in Ontario, Canada, the vehicle must first pass a mechanical worthiness test called a Safety Check done by a licensed mechanic at a certified garage. (cost around $60 if no work needs to be done.). Then if the vehicle is newer than the 1988 model year, it must pass an emissions test. (cost around $40). After you have these certificates, you can take them to your local Service Ontario outlet, with the vehicles ownership papers, bill of sale and proof of insurance. They will then issue you new a ownership in your name, vehicle license plates and a valid sticker good for up to 2 years on your birthday. This will cost you, the HST of 13% on the price of the vehicle, $20 for license plates, $10 for change of ownership, and $76 for your sticker.(For up to 1 year till your Birthday). Is this similar to what happens in the Philippines?
