I’m not 100% sure but this is the first time I have ever heard that inmates were registering so they can vote in the upcoming 2010 Philippine presidential elections. In a news at Inquirer.Net today, I read the top news that the COMELEC has put up for inmates in Quezon City Jail a mobile satellite voter’s registration booth.

This initiative hopes to allow Philippine inmates who have the same rights when voting and choosing for the country leaders is at stake just like a freeman. Commission on Elections (COMELEC) NCR is looking to add up some 300-400 more registrants both male and female from QC District 4 alone which is where we can find the city jail.

Also according to the news, it is said that “Under the law, detainees who have not been convicted of crime are still presumed innocent and retain their right of suffrage”, making them all well acknowledged for their right to vote.
